One of the reasons I have noty pursued making darts has bee ongoing projects here is my biggest one. This is a 70's Atlas metal lathe that I reconditioned. My plan is to sell it but shipping would be expensive and probably prohibitive for any members here so just wanted to show the type of lathe that would be appropriate for a hobbyist dart maker.

How loud are these? And how messy? Could I set one up on a kitchen table in an apartment and spin out a few darts? Or would that royally piss off the neighbors due to noise, and cover the dining room in grim?

Noise wouldn't be a factor but the metal cuttings tend to fly about. You can regulate that to some degree with a containment system but overall would not recommend for a kitchen.
